Actually, none of the bugs (to my knowledge) can appear in the editor or user levels due to the limitations of the editor. Which is a little surprising to me!

You say "top section" so I assume you've just passed the splitter?
You need to revive the cat by pushing it onto the 9 or 3 flag. The only purpose for reviving a cat is to stone one to nuke the 4-flag. Get both cats above the medusa so that one is above the flag and other other directly above the medusa. Move one down to destroy the flag. Then you have just enough movement to get down to the 9-flag, which gives you just enough to reach the top 4-flag.
That doesn't give you enough to reach the top exit though. This is where it's evil, and you learn something new about the way the maps work (although you might have run into it on another level already).
Step out the left exit - there's a hidden tunnel you can use to come back in the right one space closer to the top exit, with 5 movement points.
That one took me a while too. Once I solved it I thought "oh yeah, that was obvious in hindsight"... and then I went back to redo it to answer you and it took me several minutes to remember the solution.

You won't be able to solve 5,15 until you beat the room at least once. Don't even try for the star before that.
The 8-star flag gives you enough moves to reach the star - but only if the 1-star flag is gone. There's nowhere you can push the 1-star flag to get rid of it though. There is another way to remove a flag, that you probably hit in another level.
Solution:
After beating the level, return from the top. Revive the extra cat, position the cats so that the revived cat is between the 4 and the medusa. Petrify the original cat on the 1-star flag to remove it. Loop through the flags to restore your movement and get the star.
How do you beat the level? That's what I meant by "complete". I usually use "complete" to indicate solving the level and "star" to get the star(specific to this game). I use similar phraseology for other games as well.
I think I just glitched it. No idea what I did, but I just loaded up the game, "died" and the "dead"(part of the level) cat was suddenly spawned alive while my "active" cat was at the beginning of the section. So now I have a cat "stuck" on the six flags(no pun intended) while the glitched one can easily get to the flag LMAO. Can't solve the level though!

Solution follows (as long as I didn't miss a step):
Revive the extra cat. Move around to the left of the "free" medusa. Push the medusa right, stoning the original cat. You have just enough movement left to grab the 4-flag, but that won't be enough. So hit the 4, then go to the 8 to top up. Then you can push the stone/medusa one space further. Use the 4 again to reach the 8, push the medusa down, then just keep bouncing between the flags as necessary until you can push the rock and the 1-flag into the tunnel enough to turn around and walk up past the last medusa.

NGL, my progress(a lot) got cleared somehow the first playthrough. I created a new browser profile(chrome) and it seems okay now. Also, I can't remember how I did most of it. The majority of rooms, I cleared(and stars) by literally trying random combinations.
Really the only puzzle I can do is the star in room 5,15. I think everything else is locked behind that lol. I'm sure I'm just being stupid but I've worked on this room alone for over an hour.
In room 16, 20 you can duplicate a star. It is possible to get both of the stars at the same time, which will increase the counter by two, but resetting the stars in the room will only decrease the counter by one. This means you can get infinite stars, which is fun, but also should probably be fixed.
I did this again with screenshots before and after to show this.
Well, I got to the end - but I only got 16 kittens, 4 stars, opened a few teleporters, and managed nothing else, and feel like I've pretty much taxed my ability to think. Don't even know how to start on the remainder yet.
Some of those rooms that I finally did solve though... man. EPICPIKAGUY, I'm not certain, but I think you might be an evil genius :P
Wow, yeah. I finally figured out how to get onto the secret path you mentioned. Especially devious that a large part of the path is actually just open space in rooms that you go through early in the game.
I figured the extra-wide doors were important, but it took forever to realize that the starting point of the path wasn't an extra-wide door. Sneaky sneaky @epicpikaguy...
I can't seem to pass the top exit of 11,16 though. Every approach I try ends up with a cat sitting on the 0-flag, so I can't step out the exit. So close. I'm starting to think I need another cat - but I don't think I can take a third cat into that level, and I assume I shouldn't need one since there's a shortcut into that level that wouldn't have it.
I feel like I'm in the same "stuck" state you were in originally (17 kittens, 6 stars); even with these hints on how to move into the next part of the game, I'm not really finding any ins, and am kinda running out of ideas
I'll try not to give too much away here, but I'll say that what finally hit me was that getting the star on 9,14 taught me something about how the spikes behave. But it took me a long time to realize that it had also taught me something else related that I didn't catch onto at first, which once I realized it was the obvious-in-hindsight key to gaining some extra mobility getting into the "secret" path.
Which kitten are you missing? I might remember how to get it.
The room I'm stuck in is 7.13; I feel like I must be missing something obvious, but there just don't seem to be enough pieces to do anything useful
Trying to get the star in 9.14 is actually another thing I'm working on at the moment, maybe I'll just continue throwing things at the wall here and see what happens

I don't think itch supports spoiler tags, but I remember seeing one game hack a spoiler tag into their comment section by applying some custom CSS to the strikethrough to block it out instead of striking it, which was an interesting approach, but not particularly discoverable.
yeah I currently have like 2 videos filmed on it, but it's... odd to do a series on this game I think, considering I wouldn't be playing the first n step steve first (which I would have to do), idk, it'd take up a lot of the channel to start another long series - that could be good but I'm not sure if I wanna commit right now. but yeah thank you :)

The enable old bugs keeps resetting itself to off(it won't save). A bug needs the page to refresh, but since it resets, the bug is not usable. Help!

Well, I got to the end - but I only got 16 kittens, 4 stars, opened a few teleporters, and managed nothing else, and feel like I've pretty much taxed my ability to think. Don't even know how to start on the remainder yet.
Some of those rooms that I finally did solve though... man. EPICPIKAGUY, I'm not certain, but I think you might be an evil genius :P
you might think there are a long secret path that connected multiple star, yes, there are the path(and it even have story in it)
Wow, yeah. I finally figured out how to get onto the secret path you mentioned. Especially devious that a large part of the path is actually just open space in rooms that you go through early in the game.
I figured the extra-wide doors were important, but it took forever to realize that the starting point of the path wasn't an extra-wide door. Sneaky sneaky @epicpikaguy...
I can't seem to pass the top exit of 11,16 though. Every approach I try ends up with a cat sitting on the 0-flag, so I can't step out the exit. So close. I'm starting to think I need another cat - but I don't think I can take a third cat into that level, and I assume I shouldn't need one since there's a shortcut into that level that wouldn't have it.
I feel like I'm in the same "stuck" state you were in originally (17 kittens, 6 stars); even with these hints on how to move into the next part of the game, I'm not really finding any ins, and am kinda running out of ideas
I'll try not to give too much away here, but I'll say that what finally hit me was that getting the star on 9,14 taught me something about how the spikes behave. But it took me a long time to realize that it had also taught me something else related that I didn't catch onto at first, which once I realized it was the obvious-in-hindsight key to gaining some extra mobility getting into the "secret" path.
Which kitten are you missing? I might remember how to get it.
The room I'm stuck in is 7.13; I feel like I must be missing something obvious, but there just don't seem to be enough pieces to do anything useful
Trying to get the star in 9.14 is actually another thing I'm working on at the moment, maybe I'll just continue throwing things at the wall here and see what happens

Also, you might want to edit your comments to mark them as spoilers, since some people prefer to not be spoiled. I don’t know if Itch supports spoiler tags or not, but you can use rot13 on the text and replace the images with Imgur links.
I don't think itch supports spoiler tags, but I remember seeing one game hack a spoiler tag into their comment section by applying some custom CSS to the strikethrough to block it out instead of striking it, which was an interesting approach, but not particularly discoverable.
the alternative to spoiler is to put your text/images below the 'read more' (aka 'view rest') button, for me anyway

for cryptids, double warp teleport you to a room, and you have to find the law about how does it teleport
